Reuters and TVU Networks have introduced a new operating model for scalable live workflows, the next phase of their multi-year collaboration. Built on the cloud and IP distribution platform established for Reuters Live Service, the model uses TVU MediaMesh and its Platform Tools to let Reuters dynamically assemble the processing, services and distribution capacity each breaking story requires, replacing fixed, pre-provisioned broadcast infrastructure with capacity that follows the news.
Reuters can now adapt live media capacity and services to the pace of breaking news.
Reuters and TVU Networks are introducing a new operating model for scalable live workflows, marking the next phase of their multi-year collaboration. Built on the cloud and IP distribution platform established for Reuters Live Service (RLS), the model enables Reuters to dynamically assemble the processing, services and distribution capacity each story requires.
Breaking news rarely follows a plan. Several major stories can develop at once, new live sources can appear within minutes and global customers may require different versions of the same content. Traditional broadcast infrastructure, however, has largely been built around a fixed number of channels and capacity provisioned in advance.
A cloud-based, API-driven model removes that constraint. Instead of infrastructure determining how much live news can be distributed, capacity follows the story.
From Cloud and IP Distribution to Scalable Live Workflows
In March 2026, Reuters and TVU Networks began migrating Reuters’ long-standing Reuters Live Service (RLS), historically distributed via satellite, to a cloud-managed IP model powered by TVU MediaHub and TVU NOC. The move established a software-defined foundation with improved signal quality, automated failover, disaster recovery and the flexibility to scale distribution to more Reuters clients as demand grows. A second phase builds on that foundation, extending scalability beyond distribution to the live operation itself.
At the centre of this next phase is TVU MediaMesh®, which brings TVU and third-party services together within a common environment. This allows a breaking-news feed, for example, to be frame-rate converted, watermarked and monitored for both live and file workflows.
Additional tools in the platform allow workflows to be created, operated and monitored as required.
TVU MediaMesh’s recently introduced Platform Tools — Build, Operate and Observe — currently in limited availability, provide the environment for creating, running and monitoring this dynamic live environment while shielding operators from the underlying technical complexity.
Editorial demand becomes the trigger
The new model also connects the newsroom more directly with the technology behind each live event.
Using DPP Live Production Exchange (LPX), Reuters can directly link the editorial decision to go live with the technical workflow. When an event moves from preparation to live, TVU MediaMesh can automatically activate the services it requires.
The result is less manual signal routing and less infrastructure restrictions, allowing the technical operation to respond directly to editorial demand.
Built to stay open
A key requirement for Reuters was that moving away from fixed, on-premises infrastructure should not mean moving into another closed technology environment.
The architecture therefore incorporates open technologies including TAMS (Timeline-Addressable Media Store), EBU DMF (Dynamic Media Facility), EBU MXL (Media Exchange Layer) and DPP LPX, alongside TVU’s APIs and Global Shared Memory architecture.
That openness allows specialist technology partners to contribute capabilities where they add value. InSync FrameFormer provides motion-compensated frame-rate conversion for destinations that require it, while Kinetiq Teletrax adds invisible watermarking to help protect and track Reuters content across global distribution.
Through TAMS, content can become available to applications such as Sony’s Hive. Reuters is developing AI workflows that analyse media and enrich its associated metadata.
At IBC 2026, Reuters and TVU Networks will also showcase an integration concept for Elecard Boro TS Analyzer and TAG Multiview, demonstrating how additional monitoring and signal analysis capabilities could be incorporated into the architecture over time.
The open architecture allows further services and partners to be introduced without redesigning the underlying platform.
Beyond distribution
While global news distribution is the immediate use case, the same platform can extend across contribution, production, processing and distribution.
Rather than creating a separate technology stack for every new workflow, Reuters can build additional capabilities on the same underlying platform as its operational and editorial requirements evolve. “For decades infrastructure dictated what we could distribute. That’s over. Now the story will decide”, said Joseph Delshadian, Director of Content Distribution at Reuters.
The Reuters and TVU Networks’ project, “Capacity that follows the live news story”, has been named a finalist in the IBC Innovation Awards 2026 in the Content Distribution category.
